It is known that as the number of new energy vehicles continues to rise, retired power lithium batteries will also continue to increase. China Merchants Securities' research report shows that by 2020, there will be about 240,000 tons of decommissioned lithium batteries in my country, and 530,000 tons of decommissioned lithium batteries in 2022. The life span of power lithium batteries is generally 5-8 years. Regarding the cascade utilization of decommissioned batteries, cost control is an important part. The current price of cascade batteries is about 60%-70% of that of new batteries. The China Environmental Protection Federation recently announced the 'Life for Resources: Research Report on the Circular Economy Potential of New Energy Vehicle Batteries in 2030Station and low-speed electric car. The 'Report' assumes that 80% of retired power lithium batteries can be used in cascades. According to the current level of development, it is estimated that by 2030, the battery power used by passenger electric vehicles from around the world will reach 368GWh, which can almost cover the global battery demand for energy storage. Among them, the total value of the Chinese market is about 43 billion yuan. Echelon utilization can not only better utilize the reutilization value of power lithium batteries, help save resources and protect the environment, but also have active promotion uses in reducing the cost of new energy vehicles. With the rapid development of the new energy vehicle market, the echelon utilization of decommissioned battery systems has also become the focus of attention both inside and outside the industry. The country's policies on the echelon utilization of power lithium batteries are also gradually being standardized. In January this year, the Ministry of Industry and Information Technology announced the 'Industry Standards for the Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles (2019 Edition)' and the 'Interim Measures for the Administration of Industry Regulations for the Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles (2019 Edition)Effective from January 1. The previously announced 'Industry Standards for the Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles' and the 'Interim Measures for the Management of Industrial Standards Notice for the Comprehensive Utilization of Waste Power Batteries for New Energy Vehicles' (Ministry of Industry and Information Technology Notice 2016 No. 6) shall be repealed at the same time. The 'Specification Conditions' points out that comprehensive utilization companies refer to companies that carry out the cascade utilization or recycling of waste power batteries for new energy vehicles. The document encourages basic new energy vehicle processing companies and power battery processing companies to participate in new comprehensive utilization projects, and encourages them to engage in Comprehensive utilization of cascade utilization The company applies in the fields of base station backup, energy storage, charging and replacement, etc., to improve the economic benefits of comprehensive utilization. The document has requirements for echelon utilization: 1. It has the remaining capacity, consistency, cycle life and other important performance indicators and safety testing technologies and equipment of the waste power lithium battery specified by the relevant national standards, as well as a clear method for judging the echelon availability. Detect, classify, split, repair or reorganize different types of used power batteries into echelon products. 2. Equipped with mechanized or automated splitting equipment for used power batteries, and non-destructive splitting technology. It has the technical equipment and technology for testing the quality and safety of cascaded products, and has the ability to guarantee the consistency of cascaded product processing and safety and reliability. In October this year, the 'Administrative Measures for the Echelon Utilization of Power Batteries for New Energy Vehicles (Draft for Solicitation of Comments)' (hereinafter referred to as the 'Draft for Comments') was announced to the public to solicit opinions from the whole society. The 'Draft Opinions' emphasizes that cascade utilization companies should perform their main responsibilities, follow the concept of full life cycle, implement the processor responsibility extension system, and ensure the quality of cascade products processed by the company, as well as standardized recycling and environmental protection after scrapping. The 'Draft of Opinions' requires that tiered utilization companies also assume the extended responsibility of processors, which can make tiered utilization more evidence-based and to a large extent ensure the quality of tiered utilization products. The 'Draft of Opinions' also encourages the use of tiered companies to develop and process tiered products that are suitable for base station backup, energy storage, charging and replacement, and require not to develop tiered products that are difficult to recycle, such as power banks and handheld lighting equipment. This not only improves the safety of the cascade products, but also makes the cascade products more environmentally friendly. In addition, the 'Draft Opinions' requires that when cascade utilization companies engage in cascade utilization of waste power batteries, they should coordinate with new energy vehicles and power battery processing companies to resolve intellectual property issues in accordance with relevant national regulations. It is also required that the owner of the cascade product should hand over the scrapped cascade product to the recycling service network established by the cascade utilization company or the recycling company for standardized treatment, and shall not discard or dispose of it at will. In short, although the echelon utilization of retired power lithium batteries has broad development prospects and value, the industry is still in its infancy. Some provisions of the 'Draft Opinions' are not comprehensive enough and need to be improved. What is certain is that the echelon utilization industry of decommissioned power lithium batteries needs further exploration. With the joint efforts of all parties, the formulation of various management methods will improve the relevant provisions and the development of the industry will also be more healthy and orderly.
